Range Regional Airport’s Passenger Facility Charge Application

The Chisholm-Hibbing Airport Authority (CHAA) has prepared a Passenger Facility Charge (PFC) application for the Range Regional Airport (HIB) and is soliciting public comments due by May 30, 2018. This application was prepared in anticipation of the current PFC program expiring in early 2019.

The PFC application follows 14 CFR Part 158, “Passenger Facility Charge Program” and will allow the CHAA to collect $4.50 per revenue passenger departing HIB. The collected fees may be used to support future capital improvement projects, equipment purchases and/or maintenance and operating expenses at HIB.

The proposed PFC will reimburse the CHAA for past expenditures used to leverage Federal funding. These projects are listed individually with the cost breakdowns in Attachment 3, Project Descriptions, Justifications and Amounts. The proposed charge effective date is February 1, 2019, and it is anticipated to collect $522,698.00 with the program expiring February 1, 2029. This is based on a PFC of $4.50 per revenue passenger using current departing passenger counts.

An air carrier (airline) consultation meeting will be hosted at the CHAA administrative  office at 2:00 p.m., April 26, 2018. Public comments will be received until 4:30 p.m., May 30, 2018. At that time, all comments will be submitted with the application to the Federal Aviation Administration for review and consideration for approval.
